It's nice and easy (From what I've heard) but a lot of people are "anti-nuke", and prefer sites to be made by hand from scratch. To me it doesn't matter either way as long as the content's just as good.

I don't know much about nuking but you can tell a site is nuked because it has all those annoying sub sub categories just to read the news, and is way overkill for a site's purpose usually, with too many features.
Yeah, I think the only things you do change are the colours and images (and maybe add your own 'modules', but I dunno). A dead givaway of a 'Nuke site is that the pages always start with "index.php?module=..." (or something similar)

yeah, if a site has been phpnuked, it's usually very obvious. most people use pre-manufactured skins too which doesn't help (in fact i think it's the prominent reason for being anti-nuke).
PHP really isn't hard to learn if you've got a fair amount of time. If you're not up to that, you could look for someone who knows it to do it for you, if you make the layout for them.
