erm, i think it's something like
5 per game / download
1 per project / review / article
and then 1 per every x amount of posts you make, of which x increases.

How about we change the system so that there are no points for submitting anything, but rather points for earning good rep from other users.
Perhaps maybe:
Reviews:
5 = 10p
4 = 7p
3 = 5p
2 = 3p
1 = 1p (They submitted a game... right?)
Game/Article rating:
5 = 5p
4 = 4p
3 = 3p
2 = 2p
1 = 1p
