Kazaa lite (or the full thing) was free. Well, at least as far as I've used it.
Generally, safe P2Ps aren't free. And non-free P2Ps generally don't have many members (which makes them pointless).
So, these days, there aren't many useful P2P programs anymore. So, to answer your first question, I don't think so.

Kazaa Lite K++ is a version of kazaa lite that's basically kazaa without spyware and extra features like auto search, download accelerator, always set participation level to 1000 etc.
Yeah, except for the fact that Kazaa Lite has been taken down by the owners because of impending legal action taken against them by the original owners of the 'spyware included' Kazaa. So don't listen to these twats as you'll only be wasting your time.
WinMX isn't too bad. Anything that looks as dodgy as it has to be spyware free.
