In Photoshop, Imageready to be exact, I have two problems.

First, is there any way to set the delay less than 0? 0 doesn't yield
a very high FPS.

Second, is there any way to rotate something for one frame, but not for all?

Copy the image, rotate the picture in Photoshop, paste it back in again? :/

I can do all that in Photoshop, I just want to not need a new layer, but rotate the image

If you want a new frame with the rotated image, then you'd need a new layer, wouldn't you?
