Is the only way sub-apps can communicate through global variables, lives, and scores? If i target levels in the SAME APPLICATION, the sub-application object doesn't seem to want to share the alterable values of GLOBAL objects. Am I doing something wrong or is this actually impossible?

Sub apps can ONLY communicate between those 3 values. You can forget about alterable values.
There is one extension that can communicate between sub apps. The Global Function object I believe. I'll have to look that up.

And what the hell is going on here, I couldn't edit my last post. The page said "You cannot edit this post." wtf?

well, i reprogrammed it with the shared values plugin. Its quite simple to use as long as you keep all the values documented and well organized.
