There is no doubt a legitimate reason. Large developers do not do anything just for the sake of it. You're an idiot.
Yes, laziness and ignorance, or perhaps they expect people to double dip on it? First buy the Wii version, then the graphically superior 360 or PS3 version?
I can mention several cases when 480p without reason is lacking from PAL releases of video games, WHILE PRESENT IN NTSC VERSIONS. Soul Calibur 3 for example.
