In a browser, or just upload it so other people can play it?
If you want to share .exe files to other people via the web, the easiest host imho is google; Register a gmail account, then go into google page creator in your account options, and create a blank web page. Then add your zip file containing the game and any extensions it will need (cnc32.dll, base.dll) and upload it. From there, you should be able to directly link it just by copy / pasting whats in your address bar. For example:

Play it... at the same time as you, with eachother? You mean, online multiplayer? You'll need a server to start with, and lots of knowledge about that pathetic 'Moo' stuff that MMF likes.

You upload the file to a server. You can do this in several ways, the most common way is to have an FTP client (program) and information on the server you want to upload it to.
There's free hosting out there, once you find one they usually have some FTP details somewhere.
