I dunno, sending in nothing is a pretty good way to get creativity points, as well as graphics; all he'll see is the blank TDC page, which has some nice graphics too. That'll get you at least 20 points right there! Also, the appeal might get you some points. For technical, well, right there you've got those nice ASP pages, but all the various bugs might cause some serious issues in that category.
So yeah, you've got a good chance to win as long as you consider the tourey forum topic your entry.
.....A tie? Well that's weird. I suppose you could approximate fairness by selecting one of them
at random to win. Or give the person who submitted their game to you first the win. Or you could
give it to the person with the higher aggregate score thus far (probably a little unfair to those
who submitted joke games or non scored games earlier on).
Hehe, I bet he played my game for two minutes before giving up. Thats about as long as I took to make it.

The total accumulated points is pretty good, as long as both particiPANTS have submitted the same amount of games i.e no one of them has had an instant win.

That's showing bias, I can't just regrade them, they'd come out with the same score.
