The actual Unreal Engine source code is a lot more expensive. Just using the engine is free in the case that your product is free, and costs $99 if you sell your game with it (with Unreal Engine logo) and a 25% royalty to Epic Games if your game earns more than $5000.
So if you don't want the source code to the engine itself you don't need the huge expensive license.
I'm not saying you're wrong, but I remember researching the cost of Unreal Engine and all I could find was the full liscence cost (in all fairness that was for Unreal 2 Engine), which was a funny story. I read somewhere that the price for the liscence for an indy was $350 bucks. Upon further inspection, I realized that the first website forgot a few zeros, because it was actually $350,000.
