On the 'restrict actions' window, i click on the 'use a calculation' button, and no matter what value i put there, my event never happens! It says "enter the time in 1/1000th of second", so if i put 10, it should be the same as "restrict actions for 00"10 " but it simply doesn't work

Not that it matters, but technically, a value of 10 would be the same as 00"-01, not 00"-10.
Anyway, if you're having a problem, it's because of something else you're doing - not because of the "restrict actions" condition.
As always, post a file please.

I don't know if this is right or makes sense, but it seems like the first one restricts actions for 1 millisecond and adds 1 to the counter and the second one keeps restricting actions and every millisecond it adds 1 to the counter. The solution in that case would be to just use the second one, since I see no difference except that one does what you need it to do and the other doesn't.

The file he submitted was just to demonstrate the problem. Presumably he needs to be able to change the delay at runtime.

I'm really amazed this bug exists, but it does seem to (sorry for doubting you). How has noone noticed it before?!

Anyway - I suggest you post on the Clickteam forums, and maybe they'll fix it for the next release. Or they may just remove the "Use a calculation" button - I notice the "Every..." condition doesn't have that button.
