Because the Reviews are for critique on finished game (If they don't critique, they're bad reviewers). To simplify this, just have an option to turn a "BETA TESTERS NEEDED" icon on the projects list, so people can see which projects are in Beta phase without ever clicking on the project. All your base are in another castle, take this.
