No. Unless you have MMF, or you could design your own one in MSpaint and save it as .ico
So yes you can.

If you have a resource editor you could compile it... then open up your resource editor and put a higher quality icon in...

Yeah, I use Microangelo, it's great. It's also good for making animated pointers.
