Having the quotation mark strictly inside quotation marks is very much US-only. British and other similarly-taught countries (such as New Zealand) will use it where it makes most sense. After all, it's not called "Solitaire Club?" so the question mark is separate.
(I seem to remember saying something like this a few months ago :/ It was the same webpage too)
